Community Development Block Grant (CDBG)

The City of Rialto receives an annual allocation of Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD). The City's annual CDBG allocation is approximately $1,300,000. CDBG funds must be used to fund eligible projects meeting program goals that assist the low and moderate income residents of the City. To be eligible for CDBG funding consideration, projects must meet one of the following three national program objectives:

  1. Benefiting low and moderate income persons; or
  2. Aiding in the prevention or elimination of slums and blight; or
  3. Urgent need (i.e., emergency assistance for disaster relief).

The U.S. Department of Housing and Urban Development requires that the City submit a Five-Year Consolidated Plan every five years. The Consolidated Plan is a planning document that identifies a grantee's overall housing and community development needs, and outlines a strategy to address those needs. The Plan must include the following components:

  1. An assessment of the jurisdiction's housing and community development needs and market conditions;
  2. A strategy that establishes priorities for addressing the identified housing and community development needs; and
  3. A one-year investment plan that outlines the intended use of resources.

The City is also required to submit an Annual Action Plan on a yearly basis for the upcoming program year. The Action Plan delineates Rialto's plan for the use of its annual funds. It describes the resources available for program implementation; activities to be undertaken during program year; a monitoring plan; the City's homeless and anti-poverty strategies; and coordination efforts that have or will be undertaken to implement the Action Plan.

And finally, the City is required to submit a Consolidated Annual Performance and Evaluation Report (CAPER) on a yearly basis. The CAPER provides a detailed description of how the City has expended its federal Community Development Block Grant (CDBG) funds, along with local funding, in addressing established Community Development and Housing priority needs as outlined in the City's Annual Action plan.

Program Mandated Limits:

At least 70% of the yearly CDBG allocation must be used to benefit low and moderate income persons. A maximum of 20% of current year funding may be programmed for planning and administration, and a maximum of 15% of the total year allocation may be devoted to public service projects.

Public Participation:

The City utilizes a public hearing process with the CDBG Ad Hoc Committee as its method of accepting public comments and input regarding the CDBG Program and the suggested allocation of funds. In addition, the City Council holds a public hearing to receive input from the public and to approve the Consolidated Plan, the Annual Action Plan, and the Consolidated Annual Performance and Evaluation Report that is to be submitted to the U.S. Department of Housing and Urban Development.The public hearings are noticed by publication in accordance with HUD Regulations and the City's Public Participation Plan. As directed by the City Council, staff works towards obtaining the maximum amount of public participation throughout the CDBG process.

    The U.S. Department of Housing and Urban Development HUD requires the City of Rialto to complete a Five-Year Consolidated Plan to receive funds under the Community Development Block Grant (CDBG) program.  Consolidated Plans are required to be prepared every five years and include five Annual Action Plans (described below) to be produced for each program year.

    CDBG can fund a variety of activities to help low-and moderate income people and neighborhoods, such as planning activities, housing assistance, public services, infrastructure, economic development, and other community development projects. The Consolidated Plan builds on a comprehensive consultation and citizen participation process.

    The City of Rialto 2010 - 2014 Consolidated Plan identifies the City’s needs in housing, homelessness, community development, and economic development. It also presents the City’s strategies to address those needs. The Recreation and Community Services Department develops and carries out the Consolidated Plan.
